Sumario:The current economic crisis in the nation has necessitated a prudent management of educational resources. Libraries, therefore need to preserve their books and non-book materials to ensure their use by both present and future library users. The Library Penalty System (LPS) was developed for university libraries. It could however be used by any library that has computerize its services. It consists of two major modules and three sub-modules. Each module-and sub-module has a unique function. Within the sub-modules, functions were used for specific operations. The system using the versatility of C++language was tested on Compaq Desktop Pentium with satisfactory outputs obtained.
