The Library Penalty System (LPS) was developed for university libraries. It could however be used by any library that has computerize its services. It consists of two major modules and three sub-modules. Each module-and sub-module has a unique function. Within the sub-modules, functions were used for specific operations. The system using the versatility of C++language was tested on Compaq Desktop Pentium with satisfactory outputs obtained.
